Can children under the age of 1 year get the chicken pox?My coworker's mother-in-law thinks kids that young are immune and plans on baby-sitting 9 month old twins with a 1 year old who is infected with the chicken pox.

Yes they can and they can get it quite seriously so it is a very stupid irresponsible thing to do. Babies have died from chicken pox that developed into meningitis and other things.
It was said that breastfed babies are immune to chicken pox but that theory was soon disproved.

Yes, they can. She may have heard that babies are born with their mother's immune protection, and this true, but the protection dies out around 3-6 months. Also, if the mother has never had chicken pox, then obviously the baby isn't protected from it no matter what age. Were the twins vaccinated against chicken pox? Maybe not, right? I think that particular vaccine starts for older kids.
